LGEMC Batch 14 Alumna Champions Climate-Resilient Water Governance in Iligan City

Public Management Development Program-Local Government Executives and Managers Class (PMDP-LGEMC) alumna, Atty. Edda Marie M. Sastine-Advincula, played an instrumental role in advancing Iligan City’s efforts toward sustainable and climate-resilient water governance through her innovation project “TUBO: A Tariff and Utility Blueprint for Operations of the Iligan City Waterworks System. 

Originally developed as a key requirement under the LGEMC program,  Project TUBO has since evolved into a cornerstone initiative in advancing  Iligan City’s strategic collaboration with the United Nations Development Programme (UNDP), the Public-Private Partnership Center (PPPC), and the Government of Canada. The recently presented Project TUBO Business Case validates the technical and financial feasibility of rehabilitating and expanding the Iligan City Waterworks System through a Public-Private Partnership, while highlighting the integration of nature-based solutions (NbS) to strengthen long-term water security and climate resilience.

The initiative was formally presented to Iligan City officials during a two-day mission that featured technical discussions with the Iligan City Waterworks System (ICWS) , an Executive Session with Mayor Frederick Siao and the City Administrator, and a plenary session attended by some 70 city leaders, including members of the Sangguniang Panlungsod, department heads, and ICWS representatives.

Atty. Advincula previously served as the Special Operations Officer IV of the Economic Enterprise Development and Management Office of the Iligan City Government. This milestone underscores not only her leadership, strategic insight, and commitment to public service, but also the transformative impact of LGEMC graduates in delivering evidence-based, and community-responsive solutions to complex in local governance challenges.
