PASIG CITY — Strengthening the Philippine government’s capacity to deliver efficient and citizen-centered services, the Development Academy of the Philippines (DAP) has gathered 36 officers and technical staff from 10 public sector organizations for the Upskilling Phase of the Designing Citizen-Centered Solutions in the Public Sector (DCCSPS), taking place from 4 to 8 May 2026 at the DAP Building in Pasig City.
Implemented by DAP in its capacity as the focal organization of the Asian Productivity Organization (APO) Center of Excellence on Public-Sector Productivity, the program equips participants with competencies to understand clients’ perspectives, redesign programs, policies, or services, develop prototypes, and advance innovation across government programs, policies, and services.


Representatives from Camarines Norte State College, Commission on Population and Development, Department of Agrarian Reform Region VIII, Department of Education – Region XI, Department of Education – SDO San Pedro, Laguna, Department of Science and Technology – Science and Technology Information Institute, Human Settlements Adjudication Commission, National Labor Relations Commission, Overseas Workers Welfare Administration, and the Securities and Exchange Commission are participating in the course.
Running until July 2026, the DCCSPS adopts a results-oriented learning framework that includes project pitching, incubation, pilot implementation, and a final knowledge-sharing session. As a core requirement, participating agencies will develop and implement innovation projects tailored to their institutional priorities.


Upon completion, participants will become part of a growing Community of Practice on Public-Sector Productivity, promoting sustained collaboration, peer learning, and cross-agency innovation.
Through initiatives such as the DCCSPS, DAP continues to support government agencies in designing services around clients’ needs and expectations, advancing more responsive, accessible, and citizen-centered public service delivery for the Filipino people.
