
The Development Academy of the Philippines – Graduate School of Public Management (DAP-GSPM) and the Bangsamoro Transition Authority (BTA) Parliament have strengthened their institutional partnership through the launch of the Certificate Course on Foresight and Futures Thinking (CCFFT), a leadership and capability-building initiative designed to advance anticipatory governance and strategic policymaking in the Bangsamoro region.
Held from May 4 to 8, 2026, the program equipped officials and personnel of the BARMM Parliament with practical tools in strategic foresight, systems thinking, and long-term planning to help address emerging governance challenges and support evidence-informed policymaking.


The initiative formally commenced following a high-level courtesy engagement between DAP-GSPM officials and the Office of the Speaker of the BTA Parliament, led by DAP Senior Vice President and GSPM Dean Dr. Lizan E. Perante-Calina and Parliament Speaker Dr. Mohammad S. Yacob. The engagement reaffirmed both institutions’ shared commitment to advancing leadership excellence, institutional resilience, and future-ready governance in the Bangsamoro region.



Recognized for its role in advancing public sector excellence and governance innovation, DAP-GSPM continues to expand its leadership in executive education, strategic foresight, and public management through specialized programs that equip institutions to navigate increasingly complex governance environments.
For the BTA Parliament, the initiative reflects its continuing efforts to strengthen institutional capacity and cultivate future-ready leadership as the Bangsamoro Government advances its long-term development agenda and democratic transition.


In her welcome remarks, Dean Perante-Calina emphasized the importance of integrating futures thinking into public institutions to better anticipate disruption, align long-term priorities, and develop inclusive and sustainable development strategies.
“Public institutions today must not only respond to present challenges but also prepare for future uncertainties,” she said. “Through foresight and futures thinking, leaders can make more strategic, adaptive, and resilient decisions for the communities they serve.”
Speaker Yacob likewise underscored the need for anticipatory and evidence-informed governance within the evolving Bangsamoro political landscape. “As governance challenges become more complex, our institutions must be equipped to think ahead, plan strategically, and respond with clarity and resilience,” he said. “This program is an investment in strengthening the capacity of our public servants and shaping a future-ready Bangsamoro Government.”

Following the conclusion of the CCFFT program, DAP-GSPM is set to facilitate a follow-up BARMM Strategic Planning activity scheduled from the last week of May to the first week of June, further supporting the Bangsamoro Government’s long-term institutional and development priorities.

The collaboration highlights a shared commitment between DAP-GSPM and the BTA Parliament to advancing innovation, institutional resilience, and transformative public leadership in support of a more inclusive, sustainable, and future-ready Bangsamoro.
