The Development Academy of the Philippines (DAP), through its Modernizing Government Regulations Program (MGRP), strengthened the capacity of local government units (LGUs) to craft evidence-based and responsive regulations through the 28th Advanced Course on Regulatory Impact Assessment (RIA), conducted from 15–19 June 2026 in Tagaytay City, with its concluding session held virtually on 23 June 2026 via Zoom.

The course brought together 18 participants from the Municipal Government of San Jose, Occidental Mindoro, and the City Government of Iriga, Camarines Sur. Building on the knowledge they acquired from the Basic Course on RIA, participants strengthened their competencies in conducting evidence-based regulatory analysis and preparing high-quality Regulatory Impact Statements (RIS) that support better policy decisions.
Throughout the six-day course, participants took part in interactive lectures, collaborative workshops, and hands-on exercises that challenged them to examine existing regulations through the lens of evidence-based policymaking. Working in three groups, they analyzed selected regulations, assessed policy options, and applied various analytical tools and methodologies to develop practical and responsive regulatory solutions.
One of the highlights of the training was the use of the Regulatory Cost Model (RCM) Calculator, an activity-based costing tool designed to estimate the compliance costs and benefits of existing and proposed regulations. While using the RCM Calculator, participants initially encountered challenges in submitting data for their selected regulations. With the guidance and technical assistance provided by the facilitators and resource persons, each group was able to overcome these challenges, complete the required analyses, and use the results to strengthen their draft RIS. The course concluded with each group presenting its draft RIS, demonstrating the practical application of the knowledge and skills they had acquired throughout the training.
Through initiatives such as the Advanced Course on RIA, the DAP continues to strengthen the regulatory capabilities of local government units and advance evidence-based policymaking toward more effective, efficient, and responsive governance.
