DAP and PPP Center Formalize Strategic Partnership through MOU Signing

The Development Academy of the Philippines (DAP), through its Graduate School of Public Management (GSPM), and the Public‑Private Partnership Center of the Philippines (PPP Center) held a Ceremonial Signing of the Memorandum of Understanding at the DAP Building in Ortigas Center, Pasig City—marking a significant step toward strengthened institutional collaboration.

The program opened with welcome remarks by Senior Vice President and GSPM Dean Lizan E. Perante‑Calina, DPA, who emphasized that this is more than a partnership—it is a shared commitment to co‑create knowledge, strengthen institutions, and serve the public with purpose.

This was followed by messages from DAP Acting President and CEO Leocadio S. Sebastian, PhD, CESO I, reinforcing the collective effort to build resilient institutions, promote knowledge exchange, and advance effective public‑private partnerships for sustainable and inclusive development, and PPP Center Executive Director Rizza Blanco‑Latorre, who underscored the shared commitment to capacity building, knowledge sharing, and impactful PPPs.

Together, with the formalization and recognizing the importance of capacity-building and institution building initiatives–the partnership between DAP and PPP Center, will co-create on an envisioned executive course that will be jointly offered by the PPP Center and DAP through the GSPM that covers governance and development management topics.

With this partnership, the DAP and PPP Center is looking forward to translating this collaboration into meaningful outcomes that create lasting public value.
