DAP backs government-wide efforts to strengthen public financial management capacity

Pasig City, 30 July 2026 — The Development Academy of the Philippines (DAP) reaffirmed its commitment to advancing public financial management (PFM) reforms by participating in a Key Informant Interview (KII) led by the Department of Budget and Management (DBM), supporting the government’s continuing efforts to strengthen capacity development initiatives across the public sector.

The activity formed part of DBM’s validation process for the stocktaking report on public financial management capacity development (PFM CapDev) reform initiatives. The report aims to provide a comprehensive assessment of existing government initiatives, identify areas for harmonization, and guide the implementation of future reforms.

The KII followed the strategic alignment meeting of the Public Financial Management Capacity Development (PFM CapDev) Task Team held on 30 June 2026 at DAP’s Idea Generation Hub. As co-chair of the Task Team, DAP hosted and actively participated in the meeting alongside representatives from the Department of Budget and Management (DBM), Commission on Audit (COA), Philippine Tax Academy (PTA), Bureau of Local Government Finance (BLGF), and the Government Procurement Policy Board–Technical Support Office (GPPB-TSO).

During the meeting, member agencies finalized the stocktaking report, aligned priority interventions, and established implementation roles and timelines in support of the Public Financial Management Reforms Roadmap 2024–2028. The roadmap provides the strategic framework for strengthening fiscal discipline, improving allocative and operational efficiency, accelerating digital transformation, and promoting greater transparency and accountability in public financial management.

The validation process highlights the strong collaboration among DBM, DAP, and partner agencies in building a more coherent and evidence-based approach to public financial management capacity development. Through this collective effort, the Task Team seeks to ensure that government institutions are better equipped to implement reforms that contribute to more efficient, transparent, and responsive public service delivery.
