
The Development Academy of the Philippines (DAP) convened a Special Academic Council Meeting, advancing key academic and institutional initiatives designed to support the Academy’s strategic direction, on 10 July 2026, Friday.
Conducted in a hybrid format, the meeting featured presentations on proposed long-term strategic roadmaps and key organizational optimization initiatives. The Council also reviewed and approved the final drafts of the harmonized Student Manual and Faculty Manual.

Led by President and CEO Dr. Leocadio S. Sebastian, CESO I as the Chairperson of the Academic Council, the Council officially approved the final student and faculty academic manuals. A key highlight of the discussion is the clarification of academic freedom, emphasizing that it is operationally vested in the institution rather than individual faculty members or students, who are expected to uphold and embody the institution’s academic mission.
This approval marks a critical milestone for the institution, strengthening DAP’s academic governance while ensuring more consistent and responsive academic policies across the entire institution.
