Pasig City, Philippines – The Development Academy of the Philippines (DAP) and the Department of Education (DepEd) formalized a strategic partnership through a Memorandum of Agreement (MOA) signing on December 19, 2025 at the DAP Building.
The agreement seeks to strengthen the institutional capacity of DepEd’s Public-Private Partnership (PPP) Office, with DAP providing technical advisory support, capability-building interventions, and research assistance to help enhance the quality of public education service delivery.

DepEd Undersecretary for Strategic Management Ronald U. Mendoza underscored the importance of building institutional capacity to ensure the efficient and effective implementation of PPP projects that respond to the evolving needs of the education sector. He reaffirmed DepEd’s commitment to partnerships that deliver long-term, sustainable improvements in public education service delivery.
Meanwhile, DAP Acting President and CEO Leocadio S. Sebastian reiterated DAP’s commitment to supporting DepEd through evidence-based, consultative, and capability-building approaches, highlighting the value of inter-agency collaboration in advancing reforms that promote quality, accountability, and innovation in public service.
Also present as witnesses were DAP Acting Executive Vice President Magdalena L. Mendoza and DepEd Assistant Secretary for Strategic Management Dexter A. Galban.
This partnership marks a key milestone in strengthening the management of PPP projects supporting classroom construction, digital learning infrastructure, and other critical education initiatives, reflecting the shared commitment of DepEd and DAP to good governance, transparency and effective public service delivery.
