DAP Launches 2026 Moneywise Challenge – Development Academy of the Phils.

The Development Academy of the Philippines (DAP), as the focal organization of the Asian Productivity Organization’s Center of Excellence on Public-Sector Productivity, officially launches the next phase of its nationwide Productivity Challenge Program—the 2026 Moneywise Challenge: Saving Resources, Better Public Services.

Building on the strong gains of previous challenge cycles, the 2026 Moneywise Challenge calls on government agencies to strengthen operational efficiency and cost-effectiveness by adopting smarter systems, digital technologies, and management reforms. The challenge underscores the critical role of innovation, transparency, and accountability in managing public resources to generate greater public value and deliver better services to citizens.

The challenge is open to National Government Agencies (NGAs) including attached agencies and regional offices, Government-owned and Controlled Corporations (GOCCs), State Universities and Colleges (SUCs), and Local Government Units (LGUs), including their respective offices and departments. 

Eligible initiatives must have been implemented between January 2025 and August 2026, remain operational, and demonstrate measurable and verifiable cost savings. These may include efficiencies in operations, utilities, resource utilization, and service delivery—covering areas such as transportation, maintenance and other operating expenses (MOOEs), warehousing, personnel and consultancy services, electricity, and other avoidable or excess costs. Participating agencies may submit multiple entries, with one Moneywise solution per submission. Entries are accepted until 15 August 2026.

Aligned with the Philippine Development Plan 2023–2028, the Productivity Challenge supports government efforts to reduce inefficiencies, accelerate digital transformation, and institutionalize continuous improvement in public service delivery.

Since its launch, the Productivity Challenge has steadily grown in scale and impact. In 2024, the Fastbreak Challenge generated 51 entries that streamlined government processes and saved 54.18 million transaction hours, translating to faster and more responsive services for the public.

  • Most Significant Transaction Hours Reduced (Grand Winner): Office of the Ombudsman for its e-Clearance Processing System, which cuts processing time from 60 days to just over one hour, saving 478.47 hours and greatly improving service turnaround. 
  • Most Transaction Hours Saved: Bicol Medical Center for automating drug prescription and patient discharge processes, saving an estimated 7,313,590 transaction hours annually. 
  • Fastbreaker of the Year: Quezon City Business Permits and Licensing Department for QC Biz Easy: Online Business Permits Application System (OBPAS) Automatic Renewal Feature, which reduced processing time from 15 days to just two minutes.

In 2025, the Paper-less Challenge recorded 153 entries from 102 national and local government offices, reducing 379.78 million sheets of paper—equivalent to 759,561 reams and approximately ₱162.4 million in cost savings in just one year.  

  • Paper-less Champion: Securities and Exchange Commission (SEC) for its SEC ZERO and eFAST digital platforms, which modernized business registration and report filing while significantly reducing paper use. 
  • Paper-less Finalists: Philippine Statistics Authority and Department of the Interior and Local Government. 
  • Creative Paper-less Solution: Department of Education – Schools Division Office of Olongapo.
Several agencies were recognized for their outstanding initiatives, with the top award for Most Significant Transaction Hours Reduced (Grand Winner) going to the Office of the Ombudsman.
The Securities and Exchange Commission claimed the top honor as Paper-less Champion at the culminating event, alongside DAP Acting PCEO Leocadio S. Sebastian, Acting Executive Vice President Magdalena L. Mendoza, and CFG Vice President Imelda C. Caluen.

Submissions for the Fastbreak and Paper-less challenge categories remain open until 29 May 2026, providing more agencies the opportunity to join the productivity movement.

Winners of the 2026 Moneywise Challenge, together with awardees from other challenge categories, will be recognized during a culminating awarding event to be held later this year.
