DAP presents preliminary findings of feasibility study on proposed NMP RTC in Tanza, Cavite

PASIG CITY, Philippines – The Development Academy of the Philippines (DAP), in partnership with the National Maritime Polytechnic (NMP), presented the preliminary findings of the ongoing Feasibility Study for the proposed NMP Regional Training Center (RTC) in Tanza, Cavite, underscoring its potential to address critical gaps in maritime training access and capacity in the country.

The presentation formed part of the technical validation process, which assessed the viability of establishing the RTC as a public training facility designed to expand access to quality maritime education and respond to evolving industry demands.

Key areas of the validation included market demand analysis, technical and cost requirements, legal and institutional considerations, social and environmental impacts, and financial and economic viability. The study also examined the proposed business model for the RTC, ensuring alignment with sustainable public investment principles.

Anchored on the 3As2Rs framework, the proposed RTC is envisioned to complement existing maritime training institutions by improving availability and affordability of training, strengthening scheduling and certification systems, and supporting the development of specialized and emerging maritime competencies.

Both DAP and NMP also explored strategies to enhance service delivery mechanisms and strengthen coordination with key maritime stakeholders to ensure efficient implementation and sustainable long-term operations of the facility.

The proposed RTC in Tanza is aligned with the Philippine Development Plan (PDP) 2023–2028 and supports the objectives of the Maritime Industry Development Plan by strengthening the country’s maritime human resource development system and expanding training infrastructure to meet global standards.

The Feasibility Study is targeted for completion in the third quarter of 2026. DAP continues to provide technical advisory and evidence-based planning support to NMP in advancing its maritime training expansion agenda through a viable, inclusive, and future-ready public investment framework.
