NMP, DAP Feasibility Study for Cavite Training Center – DAP

PASIG CITY, Philippines  –  The National Maritime Polytechnic (NMP) and the Development Academy of the Philippines (DAP) are advancing a joint Feasibility Study for the proposed NMP Regional Training Center (RTC) in Tanza, Cavite, marking a significant step toward strengthening the country’s maritime training infrastructure.

The initiative was reinforced during a courtesy visit by NMP Executive Director Victor A. Del Rosario to DAP on 10 February 2026 at its Pasig headquarters, where he was received by DAP Acting President and CEO, Leocadio S. Sebastian, PhD, CESO I.

Targeted for completion by August 2026, the comprehensive study will evaluate the project’s technical, financial, economic, institutional, environmental, and social dimensions. Designed to ensure sound, evidence-based decision-making, the assessment will generate actionable recommendations on the viability and strategic direction of the envisioned training facility.

Beyond the feasibility study, both institutions discussed measures to further strengthen NMP’s organizational readiness and long-term capability-building agenda. Areas explored included strategic planning, human resource development, and other priority reforms aligned with NMP’s mandate to enhance maritime education and training.

The proposed Regional Training Center is envisioned to expand access to high-quality maritime training, contribute to a more skilled and globally competitive Filipino maritime workforce, and support the sector’s readiness to meet evolving international standards.

Through this collaboration, DAP continues to provide strategic advisory and institutional development support to partner agencies, helping translate national priorities into sustainable, high-impact programs grounded in rigorous analysis and reform-oriented action.
